The developer sold the facilities to the County and the County created CSA 47 in order to own and manage these facilities. CSA 47 is run by Fresno County as a non-profit service organization. The County purchased the facilities from the Developer with a bond. The payment of that bond is funded by Quail Lake homeowners through their property taxes.
In 2010, the Quail Lake HOA Board of Directors, upset by the expenses involved with various activities, endeavored to find another service provider. Eventually Cal Water (a profit based private utitlity) was identified. Cal Water was requested to quote pricing on three connection sizes: 5/8, 3/4 and 1" entry meter sizes. The 5/8 inch provided a savings vs. the CSA 47 1" connection.
Based on a vote of the community, highly impacted by the Developer's own votes, an effort began to transfer all assets from CSA 47 to Cal Water.
In February 2015, the President of the HOA formed an ad hoc committee to reexamine the value of transferring assets to Cal Water. The committee reported out that even at the 5/8th inch meter (which proved to be both impractible and non-compliant with plumbing code), there would be no savings.
The members of CSA 47 voted to stop the transfer. This was accepted by the Fresno County Board of Supervisors in October 2015.
This ill-fated effort cost the CSA 47 and its users (QL homeowners) a total of over $80K in various out of pocket fees from appraisers, Fresno County and LAFCO and other entities involved in the transfer.
Today, Fresno County continues to manage the water and waste water facilities at Quail Lake (CSA 47).
